Illicit Discharge Detection and Elimination
As a municipality that operates and maintains MS4s (municipal separate storm sewer systems), we must all protect these systems from pollution. MS4s include storm drains, pipes, ditches, swales, etc.
Pollution can result from stormwater runoff being exposed to things such as fuels, chemicals, fertilizers, pesticides, raw materials, and trash.
Regulated entities like Indian River County, are issued a stormwater discharge permit called the Notice of Intent, or NOI. This permit requires the development and implementation of an operating and maintenance program to control stormwater pollution. Part of this program states that to minimize stormwater pollution, illicit discharges must be detected and eliminated.
An illicit discharge is any discharge (accidental or otherwise) of anything other than pure stormwater into an MS4. It is everyone’s duty to be trained to detect, report, and help eliminate these illicit discharges. The result will be a cleaner and healthier Indian River Lagoon.
Below, you will find a form for reporting such discharges to the County’s Stormwater Inspectors. Please be vigilant in identifying illicit discharges around the County to help prevent stormwater pollution. Print the form and after it is filled out, send it to the Stormwater Division for action.
